A truly marvelous creation of human hands - a city in the middle of the taiga. This is our city Kodinsk. This is where we were born and live. In our area, the Boguchanskaya hydroelectric power station is being built - a 30-year project (since 1976).
We believe that our fate depends on the continuation of the construction of the Boguchanskaya hydroelectric power station (it was resumed in 2006). Will we return to our city after receiving our education?
We, young people, like all residents who do not want to leave here, are concerned with the questions: what will the city be like in the near future? How will the infrastructure develop? Does Kodinsk have a future? That’s why we chose the topic of our work: “Prospects for the development of the Kezhemsky district. Does Kodinsk have a future?
To answer these questions, we conducted a study of the development prospects of the region and the city for the next 6 years. To do this, we turned to documents, district and city leadership, construction managers, our high school students and city residents.
Goals and objectives:
1. Study the history of the birth of the city of Kodinsk related to the construction of the BoGES
2. Get acquainted with the Development Program of the Kezhemsky district and city for 2007 - 2009 and until 2012
3. Research (through questionnaires, surveys) the opinion of various social strata of the population of the city of Kodinsk: “Does Kodinsk have a future?”
Historical reference
It is known that without knowledge of the past you cannot imagine the future very clearly. And the future of our city and region is directly related to the construction of the Boguchanskaya hydroelectric power station.
The Kezhemsky district was formed in 1927, belongs to territories equated to the territories of the Far North, and occupies an area equal to 34.5 thousand square meters. km. The population of Kezhemsky district is 24,639 people. Within the territory of the district there are 22 settlements, 12 rural and one urban settlement - the city of Kodinsk, in which we live.
The city of Kodinsk, the administrative center of the Kezhemsky district since 1988, appeared thanks to the construction of the Boguchanskaya hydroelectric power station. Its name comes from the name of the village of Kodinskaya Zaimka, which in 1930 appeared on the map of the region as a place of settlement for special settlers.
In 1965, prospectors from the Boguchany expedition arrived to conduct survey work for the future hydroelectric power station.
In 1974, the first group of builders arrived. In December 1974, a symbolic passing of the baton from prospectors to hydraulic builders took place. A temporary settlement for construction workers appeared. On March 25, 1976, a new Kodinsky village council was formed.
In May 1976, the Construction Department of the Boguchanskaya Hydroelectric Power Station was created. And in 1977, the construction of the city began, at first unnamed (it was called a permanent site), and the first pile of a large-panel house was driven in April 1977. Already in March 1979, new residents moved into the first large-panel house.
On August 28, 1989, the workers' settlement was given the status of the city of Kodinsk, which, despite the problems and difficulties, constantly grew, became prettier and developed.
But the construction of the hydroelectric power station was extremely delayed due to funding cuts, although the Angara riverbed was already blocked in 1987 by a concrete dam with a temporary sluice.
In the early 90s, due to the difficult economic situation, accompanied by a decline in energy consumption, the construction of hydroelectric power stations largely lost its meaning. A difficult socio-economic situation arose in the area where the hydroelectric power station was being constructed. The construction of the Boguchanskaya hydroelectric power station was so difficult that it seemed that it would never be completed. Over the course of three decades, work either sluggishly resumed or almost came to naught.
The construction of hydroelectric power stations was actually frozen from 1994 to 2005.

Crucial moment
At the end of 2005, due to the economic recovery and growth in energy consumption, active discussions began on the completion of the hydroelectric station.
On December 15, 2005, RAO UES of Russia issued Order No. 820 “On the reversal of work to begin construction of the Boguchanskaya HPP in 2006.” Vyacheslav Sinyugin, Chairman of the Board of JSC HydroOGK, stated this at a meeting chaired by the Chairman of the Russian Government Mikhail Fradkov, held in Kodinsk (Kezhemsky district, Krasnoyarsk Territory) on December 16.
In May 2006, HydroOGK and RUSAL announced the signing of an Agreement on cooperation and joint implementation of the project to create the Boguchany Energy and Metallurgical Association (BEMO). The project is implemented by partners on a partnership basis.
The BEMO project includes the completion of the Boguchanskaya hydroelectric power station with a capacity of 3000 MW on the Angara River and the construction of an aluminum smelter with a capacity of 600,000 tons per year, which will become one of the main consumers of electricity generated by the hydroelectric power station.
The implementation of the BEMO project will be a key element of the comprehensive development program of the Lower Angara region, which involves the construction of a pulp and paper mill, the development of iron ore deposits, the construction of a railway branch and network, and roads.
BEMO will contribute to the creation of over 10,000 new jobs in the region and will provide additional tax revenues to the budget.
The main directions of development of the Kezhemsky district in 2007 and for the future until 2012
On November 30, 2006, at a government meeting, the passport of the investment project for the integrated development of the Lower Angara region was approved. This decision documents all the parameters of the investment project for the development of the Lower Angara region and the procedure for its financing. Once the order is signed, it will be extremely difficult to make adjustments to this project, even if the entire cabinet of ministers is replaced. The regional governor, Alexander Khloponin, who was present at the meeting, presented convincing arguments in favor of the project. “The development of the Lower Angara region is the largest investment project in Russia over the last quarter of a century,” he noted, explaining that as a result, a new industrial area will arise in the north of the region. State investments in infrastructure development (34.2 billion rubles) in the Lower Angara region will pay off threefold within ten years. The volume of gross product of the Krasnoyarsk Territory will increase by 20%, regional budget revenues - by 10%. In addition, the creation of a new industrial area in the Lower Angara region will give a powerful impetus to the development of other sectors of the economy of the Krasnoyarsk Territory - construction, trade, services and others.
The next step before receiving funds from the federal investment fund should be the signing of an investment agreement between OJSC Krasnoyarsk Territory Development Corporation and the responsible executor of the project. The agreement will approve a schedule for the allocation of funds from the Federal Investment Fund for the development of the Lower Angara region. Presumably, money from the federal investment fund will begin flowing to the Krasnoyarsk Territory at the beginning of 2007. At the beginning of December, you can expect the signing of an order from the Government of the Russian Federation approving the passport of the investment project. An application for funds from the federal investment fund for the implementation of the project “Comprehensive Development of the Lower Angara Region” was submitted to the Russian government in May 2006 at the III Krasnoyarsk Economic Forum. In June, the project was approved by the investment commission of the Ministry of Economic Development and Trade of the Russian Federation and submitted to the government commission for investment projects of national importance. In July 2005, the government commission decided to allocate 34.2 billion rubles from the federal investment fund for the implementation of the project for the integrated development of the Lower Angara region.
The launch complex is planned to be put into operation in 2009, and construction will be completed in 2012. Today, a 2.5 km concrete dam has been erected at the station. More than 1 billion dollars have already been invested in the construction of the Boguchanskaya HPP, and another 1.2 - 1.8 billion are needed to complete the work. The construction readiness of the start-up complex is 72%, and in total there are 9 units in the first stage.
According to the leadership of the Krasnoyarsk Territory, whatever the ultimate capacity of the new hydroelectric power station, all the energy will be in demand on the market, which means that there will be significant development and prosperity of the city of Kodinsk itself.
“The completion of the hydroelectric power station affects the interests of all sectors of the economy. For example, transport infrastructure (railways and roads) will give a powerful boost to the forestry industry, significantly speeding up and reducing the cost of timber delivery,” says Denis Pashkov, head of the fuel and energy complex department of the Krasnoyarsk Territory administration.
In general, today the total demand for electricity in the Lower Angara region is estimated at 2.5 thousand MW. The energy of the Boguchanskaya HPP is vital for the development of this economically important Kezhemsky region, where large deposits of ore, oil, gas, and gold are located.
The regional administration, for its part, is ready to take part in the construction of the necessary infrastructure: roads, housing and communal services, as well as assist in investment projects of railway branches and power lines.

He told the ladies, with a playful smile on his lips, the last - on Wednesday - meeting of the State Council, at which the then famous rescript of Emperor Alexander Pavlovich from the army was received and read by Sergei Kuzmich Vyazmitinov, the new St. Petersburg military governor-general, in which the Emperor, addressing Sergei Kuzmich, said that from all sides he receives statements about the devotion of the people, and that the statement from St. Petersburg is especially pleasant to him, that he is proud of the honor of being the head of such a nation and will try to be worthy of it. This rescript began with the words: Sergey Kuzmich! Rumors reach me from all sides, etc.
Forest industry
Kezhemsky district is one of the most forested areas of the region. The total area of forest fund land is 319 7.9 thousand hectares. The total timber reserve is 589,011 thousand cubic meters. m (of which 532,451.3 are coniferous). In general, the forest stock is dominated by mature and overmature plantings (500,089.2 thousand cubic meters). The annual volume of use is 5716 thousand cubic meters. m, which is used by less than 50%. Thus, in fact, 2,087.3 thousand cubic meters were harvested in 2003. m, 2004 – 2189, 2005 – 2462.
The priority direction in the development of the forestry industry in the region is deep wood processing. Almost all harvested wood is transported outside the region in round form. Currently, there are two processing plants and about 20 small enterprises in the area, which produce about 200 thousand cubic meters. m of lumber per year.
In addition, the district administration has prepared materials to consider the issue of constructing a pulp and paper mill on the territory of the district for an MDF board plant, which can solve the problem of processing low-quality wood.
A serious problem is the disposal and processing of wood waste. Currently, measures are being developed to attract investment in the recycling of wood waste. In the future, it is planned to build a biofuel production plant in the area.
Agriculture
Kezhemsky district is located in a zone of risky agriculture. In connection with the construction of the Boguchanskaya hydroelectric power station, great damage was caused to agriculture: resettlement of people from the flood zone; liquidation of agricultural enterprises; withdrawal of productive lands from circulation.
Natural and climatic features determined the low level of agricultural production in the region. So in 2005, all categories of farms, together with personal subsidiary plots, produced:
— grain 399 tons, which is 96.4% compared to 2004. , forecast for 2007 – 490 tons.
- potatoes - 5040 tons or 97.8% by 2004. , forecast for 2007 – 5520 tons.
- livestock and poultry in live weight - 180 tons or 88.2% by 2004. , forecast for 2007 – 200 tons.
To date, in the Kezhemsky district, as part of the implementation of the acquired national project “Development of the Agro-Industrial Complex”, the East Siberian Bank of Sberbank of the Russian Federation has issued 9 loans to citizens running private farms for a total amount of 2,008 thousand rubles.
The main reasons for the low interest of citizens running private farms in obtaining a loan are:
— Upcoming relocation from the flood zone
— Lack of processing enterprises in the area, which makes it difficult to sell agricultural products
— complex transport scheme of the area, remoteness of settlements from the city
Trade
Serious changes have occurred in the consumer market of the region, trade has become more civilized, its infrastructure has changed, this is primarily due to the consolidation of trading enterprises. Enterprises are being rebuilt and reconstructed with a larger area, equipped with modern retail equipment, and more attention is paid to the design of shop windows and sales areas.
Many points in the city have been transformed; their technical equipment and appearance meet modern requirements. The network of industrial stores selling cellular phones and accessories is expanding. Enterprises engaged in the delivery and installation of plastic windows, interior and entrance doors made of various materials have worthy of occupying their niche. Retail trade provides the widest range of goods and a higher level of service.
The share of domestic products in the commodity market is increasing. The consumer market is characterized by saturation corresponding to the solvent demand of the population.
On the territory of the district there are:
• 16 bakery enterprises
• 18 open-type enterprises (cafes, bars, canteens, etc.) with 926 seats
• 245 retail trade enterprises, including urban – 155, rural – 90.
Their sales area is 14015.5 sq. m. m, respectively, the city is 9998.4 sq. m, village - 4017.1 sq. m.
69 enterprises sell non-food products.
109 – for the sale of food products.
67 enterprises with a mixed range of goods sold.
• Sales of goods are carried out in rented space in the Siberia store and from open counters in the city market, Vladimirsky shopping arcades, which have 85 retail spaces, as well as in specially designated areas.

Transport infrastructure
The development of the region's economy directly depends on the transport scheme, which does not meet the objectives of the current functioning and further development of the territory.
The main exits from the area of freight and passenger traffic are the Karabula railway station in the Krasnoyarsk Territory and the city of Bratsk in the Irkutsk Region. The gravel road to the Karabula railway station can be difficult to pass in some places in the autumn-winter period; a hard surface is required. The Kodinsk-Bratsk highway also requires major repairs and, in some places, reconstruction.
