Konakovsky district

(Russian: Konakovsky rayon) is an administrative[1] and municipal[6] okrug (district), one of thirty-six in Tver Oblast, Russia. It is located in the southeast of the region and borders the Kimry district in the northeast, the city of Dubna, Moscow region in the east, Dmitrovsky district of the Moscow region in the southeast, Klinsky district of the Moscow region in the south, Lotoshinsky district of the Moscow region in the southwest, and from the Kalininsky district in the north-west. The area of the district is 2,114 square kilometers (816 sq mi).[2] Its administrative center is the town of Konakovo.[1] Population: 87,125 (2010 Census);[3]49,692 (2002 Census);[9]55,101 (1989 Census).[10] The population of Konakovo makes up 47.4% of the total population of the district.[3]

Story

Since the 13th century, the territory was part of the Tver Principality.[11] In the 18th century, the eastern part of the region was included in the Moscow province. In 1775 it was transferred to the newly founded Tver governorship and from 1781 it became part of the Korchevskaya district.[11] In 1796, the governorship was abolished and transformed into the Tver province.[12] The district center was located in the city of Korcheva, located in the current district of the district.[11] On May 30, 1922, Korchevsky district was abolished and annexed to Kimry district.[13]

The western part of the district belonged to the Klinsky district of the Moscow province.[14]

On July 12, 1929, the Moscow and Tver provinces were abolished, and the territory was transferred to the Moscow region.[13] The counties were abolished, and the Kuznetsovsky district with its administrative center in the city of Korcheva was created into the Kimry district of the Moscow region.[15] On July 23, 1930, the districts were abolished, and the districts were directly subordinated to the region. On February 26, 1930, the town of Kuznetsovo was renamed Konakovo, and the Kuznetsovsky district was renamed Konakovsky.[13] On January 29, 1935, the Kalinin region was formed, and the Konakovsky district was transferred to the Kalinin region. In 1937, when the Ivankovo Reservoir was filled, Korcheva plunged into the water. The administrative center of the district was transferred to Konakovo, which was given the status of a city.[11][15] In 1941, during the Second World War, the western part of the area was occupied by German troops. On February 13, 1963, during the failed Khrushchev administrative reform, the Konakovsky district was merged with the Kalininsky district, and on January 12, 1965 it was recreated.[13] In 1990, the Kalinin region was renamed the Tver region.

On September 8, 1937, the Orsha district with the administrative center in the village of Rozhdestveno was created on the territory that previously belonged to the Konakovsky and Zavidovo districts. On October 22, 1959, the district was abolished and divided into Konakovsky, Kalininsky and Goritsky districts.[13]

In Zavidovo, hunting grounds were created in the 1960s for the use of VIPs, including heads of state. Since 1996, Zavidovo has the status of one of the official residences of the President of Russia.

Economy

Konakovskaya State District Power Plant, a thermal power plant, is the largest enterprise in the region. In 2008, it produced more than 60% of the district's GDP.[16]

Industry

The region is industrially developed and ranks third in the Tver region in terms of industrial production after the city of Tver and the city of Udomelsky district. Lobanovsky Oleg Vladimirovich - Head of the administration of the Konakovsky district.

Vladimir Emmanuilovich Shor - Deputy Head of the Konakovsky District Administration.

Born in the city of Novokuznetsk, Kemerovo region on June 9, 1953.

In 1975 he graduated from the construction department of the Irkutsk Polytechnic Institute.

Vasilenko Natalya Vladimirovna - Deputy Head of the Konakovo district administration for financial issues.

Born in the city of Konakovo in 1971.

In 1994, she graduated from Tver State University with a degree in Accounting, Control and Analysis of Economic Activities and was awarded the qualification of economist.

After graduating from the university, she was hired by the Konakovo branch of Sberbank of Russia as an auditor of the control and audit service. Borodina Aggul Arifovna - Deputy Head of Administration for Social Policy.

Born in Konakovo. She started studying at school No. 5, but completed her studies in the Murmansk region, where her parents moved. issues of organizing library services to the population, acquiring and ensuring the safety of the library collections of libraries in the Konakovo district, creating conditions for organizing leisure time and providing residents of the Konakovo district with the services of cultural organizations, preserving, using and popularizing cultural heritage objects owned by the municipal formation "Konakovo district", protection objects of cultural heritage of local significance located on the territory of the Konakovo district, creating conditions for the development of local traditional folk art, participation in the preservation, revival and development of folk art crafts on the territory of the Konakovo region;
issues of providing conditions for the development of physical culture and mass sports on the territory of the Konakovo region, organizing official physical education, recreation and sports events in the Konakovo region;
issues of organizing and implementing activities to work with children and youth in the Konakovsky district;
issues of development of tourism and recreation in the Konakovo region;
issues of organizing temporary employment of minor citizens aged 14 to 18 years in their free time from school;
issues of ensuring the implementation of the main directions of state policy in the field of labor protection within the competence of the Konakovsky District Administration;
issues related to the activities of the Commission on Minors' Affairs and the Protection of Their Rights.

2. To resolve supervised issues, organize interaction between the Konakovsky District Administration and:

territorial government bodies in the field of social protection and social security of citizens, for supervision in the field of consumer rights protection and human well-being in the Tver region for the city of Konakovo and the Konakovo district (Rospotrebnadzor);
GBUZ Konakovo Central District Hospital;
Museums, public organizations, veterans' movements;
extra-budgetary funds in the field of insurance, pensions and medical care;
enterprises and organizations on social policy issues.

3. Coordinates the activities of municipal institutions subordinate to the Department of Education and the Department of Youth Policy, Culture and Sports.

Coordinates the activities of the municipal unitary enterprises “Central Pharmacy No. 20” and “STEK+” of the municipal formation “Konakovsky District”.

4. Performs other powers provided for by legal acts of local government bodies of the Konakovsky district.

Ryabova Anna Georgievna - Deputy Head of the Administration for Legal Affairs, Manager of the Administration of the Konakovsky District.

Born in Bratsk, Irkutsk region on January 10, 1978.

In 2002 she graduated with honors from the Moscow University of Nature, Society and Man in Dubna with a degree in jurisprudence.

Since 2003 he has been working in the Konakovo District Administration. In 2005, she was appointed head of the legal department. In February 2014, she was appointed manager of the administration.

In 2012, she underwent retraining under the Presidential Retraining Program for Management Personnel at Tver State University in the Management program.

He has a Certificate of Honor from the Head of the Konakovsky District (2008).

1. Supervises the following issues:

legal support for the activities of the Konakovsky District Administration;
personnel policy of the Administration of the Konakovsky District of the Tver Region, including the award policy in relation to municipal employees, heads of municipal institutions and municipal unitary enterprises of the municipal formation “Konakovsky District” (hereinafter referred to as the Konakovsky District);
combating corruption in the structural divisions of the Administration of the Konakovsky District of the Tver Region (hereinafter referred to as the Administration of the Konakovsky District);
implementation of the Federal Law of July 27, 2010 N 210-FZ “On the organization of the provision of state and municipal services”;
the implementation by the Konakovo District Administration of state powers to create and ensure the activities of an administrative commission on the territory of the Konakovo District;
issues of providing pensions for long service to persons who held positions in the municipal service, municipal positions in the municipal formation "Konakovo District", personal pension supplements to persons awarded the title "Honorary Citizen of the Konakovo District"

4. To fulfill the powers specified in paragraphs 1 - 3 of this appendix, the following structural divisions of the Konakovsky District Administration are subordinate to the deputy head of the administration for legal issues, the manager of the administration’s affairs:

Information department.

Culture and recreation

The Church of the Nativity of the Blessed Virgin Mary in the city of Gorodnya (c. 1340) is the oldest building in the Tver region.
In the area there are four cultural heritage monuments of federal significance and an additional 81 objects classified as cultural and historical heritage of local significance (eight of them are located in Konakovo). Monuments of federal significance - the ensemble of the traveling palace and the Church of the Nativity of the Blessed Virgin Mary in the village of Gorodnya, the Poroshin House in the village. Zavidovo, as well as a monument in memory of the Kalinin Front active during World War II.[17]

The Konakovo District Museum, located in Konakovo, has exhibitions on the archeology and history of the region.[18] The Spiridon Drozhzhin Memorial Museum is open in the village. Novozavidovsky. The house where Drozhzhin, a poet of the 19th and early 20th centuries, built this house in the village of Nizovka, which was later flooded with water during the construction of the Ivankovo reservoir. The house was transferred to Novozavidovsky and opened as a museum. It was significantly damaged during World War II and later restored. Currently, Drozhzhin's personal belongings are displayed here and an exhibition dedicated to his life is presented.[19]
