Life in the Russian Arctic is concentrated in industrial single-industry towns and settlements with the special status of a closed administrative-territorial entity (ZATO). Some are designed to increase Russia's industrial potential, others - military. The key facilities of Norilsk Nickel, PhosAgro, EuroChem, and Rosatom are located in the single-industry towns of the Murmansk region. Single-industry towns are open to entry, but it is almost impossible for an outsider to get into the closed city. Now there are only 44 ZATOs left, five of them are located in the Murmansk region. The coat of arms was developed before 1996 by a commission under the city administration, which was headed by I. Vorontsov (head of the administration from 1993 to 1996) and I. Nabiulin (in 1996-1997), the project was presented to the Council of Deputies in 1997 (IO head of administration I Shchekotikhin). This coat of arms, together with the city flag, was approved by the Council of Deputies and included in the Charter of Zaozersk (1998).

Symbolism of the coat of arms: Two crossed golden anchors symbolize the seaside port city. The wavy line dividing the shield symbolizes the sea. The Northern Lights and two crossed anchors are symbols of the North and the port city. The seahorse symbolizes the submarine forces of the Northern Fleet. In general, the coat of arms symbolizes the city-base of submarine forces in the North.
Alexandrovsk
The ZATO includes three cities (Snezhnogorsk, Gadzhievo and Polyarny) and five small settlements. In total, just over 40 thousand people live here. The commercial port of Aleksandrovsk was founded back in 1896 at the instigation of Sergei Witte. Now in Polyarny there is a base of the same name for the Northern Fleet of the Russian Navy. The neighboring city of Gadzhievo was called Skalisty in Soviet times, but in open correspondence it was referred to as Murmansk-130.
